Why a written food safety plan matters for legal compliance
Article 5 of retained EU Regulation 852/2004 requires all UK food business operators to put in place, implement, and maintain a permanent procedure based on HACCP principles. Your food safety plan is the document that proves to an EHO — and to a court if it comes to that — that you have systematically identified your hazards and controls.
Counter-intuitively, a food safety plan is not a document you write once and file away. It is a living system that must be verified and reviewed. The FSA expects you to review your plan at least annually, after any significant change to your menu or process, and after any food safety incident. A plan dated three years ago with no revision history signals to an EHO that food safety management is not active.
Building and maintaining your food safety plan
Start with your scope: what you do, where you do it, and what products or processes the plan covers. Then work through the seven HACCP principles: conduct a hazard analysis, determine CCPs, establish critical limits, establish monitoring procedures, establish corrective actions, establish verification procedures, and establish documentation and record-keeping.
Include a revision log on the front page. Every time you update the plan, record the date, what changed, and who authorised it.
